McGowan worked as a chemistry teacher and lived three doors away from Joan at the time of her death, the store said.
“He said, ‘Hi, Mom. I’ll be right back ”, mother Rosemarie D’Alessandro told News 12 the last words of her daughter.
McGowan admitted to the murder and little Joan’s body was later found in New York City’s Harriman State Park.
He was sentenced to life in prison for the crime, but he could still be paroled, the family said.
McGowan failed to convince the probation commission one last time in 2009 and would have another chance in 2025, a chance the family is thankful they no longer have.
“The first thought that came to my mind now is that we could focus on the 50th anniversary of Joan’s loving and loving legacy, which will turn 50 in 2023,” D’Alessandro told the outlet, citing probation hearings. “a torture”.
“We won’t have to spend time and energy fighting to keep him in prison.”
After her daughter was murdered, D’Alessandro helped draft the “Jeanne Law”, which prohibits criminals who kill children under the age of 14 in a sex crime from the possibility of a s*x crime. Conditional release.
In 1998, a similar version of the law was passed at the federal level.
“Joan could have been placed in a cemetery and left there,” said the Lawgiver’s mother.
“I didn’t want to leave Joan there. She wanted to be remembered, known. She defended others, I wanted to defend her.
While Joan’s law did not apply to McGowan after her conviction, D’Alessandro is grateful that her cell has become her grave.
“I’m so thankful he didn’t come out,” he told News 12.
“In this way no other child or adult can lose their life and suffer much, and for that I am so grateful.
